Government May Assist Exporters in Complying with EU Regulations
India’s Support for Exporters Facing EU Regulations
The Indian government is planning to assist exporters in navigating new European Union (EU) regulations, including the Digital Product Passport (DPP) set to launch in 2026. In a recent meeting with exporters, Commerce Minister Piyush Goyal emphasized the need for better utilization of lower tariffs available through existing Free Trade Agreements (FTAs) with over 13 nations and economic unions.
Expansion of FTAs and Trade Initiatives
Minister Goyal informed participants that discussions are underway regarding an additional 9 to 10 FTAs currently in the works. The proposed agreements with the EU and the United States are among these initiatives. The DPP, part of the EU’s Green Deal and Circular Economy Action Plan, is designed to digitally archive, manage, and share comprehensive information regarding a product’s lifecycle—from raw material collection to manufacturing, usage, recycling, and disposal.
Impact of the DPP Regulation
This regulation is set to become compulsory for a variety of products, initiating with key sectors like electronics, batteries, textiles, and construction materials, starting January 1, 2026. A more extensive implementation is anticipated to take place between 2026 and 2030. As a significant exporter to the EU in several of these categories, India is poised to experience direct repercussions from the adoption of the DPP.
Export Promotion Mission and Regulatory Support
The Export Promotion Mission (EPM), which was announced in the budget, is nearing completion and will include support for exporters to address technical regulations and non-tariff hurdles. Discussions were also held concerning other EU regulations, such as the Deforestation Regulation, Carbon Border Adjustment Mechanism, and Eco Design Sustainable Product Regulation, all coming into effect on January 1, 2026.
Development of a Centralized Exporters Portal
Moreover, the meeting touched on the proposed establishment of a centralized exporters portal. This platform is envisioned as a comprehensive resource for buyers seeking to connect with Indian exporters and facilitate transactions.
